If you take part in jumping competitions then go for a short jacket, but if you go for a dressage arena, you are free to choose between a long jacket or a short dressage jacket. Regardless of the jacket's length, it has to glove you. It cannot trail behind you, pucker, and beside its aesthetics it cannot squeeze you anywhere. A show jacket should be measured on a show shirt and in order to fully visualise the show outfit you should also be wearing a pair of white breeches. During the fitting it is good to place your arms as if you were riding in order to see how the sleeves will fit (if they are not too short) and check how the jacket acts during your shoulder movements e.g. during jumping.
